Workspace

Workspace was the legacy top-level directory, defined by a WORKSPACE.bazel file.

Declarations in that file allow referencing external dependenciess like http_archive or git_repository.

In modern Bazel, this is superseded by MODULE.bazel, although still supported until Bazel 8, but completely removed in Bazel 9.
